22.2 stem in a 21.1 steer tube

Has anyone ever "shaved" a 22.2 diameter stem down to fit into a 21.1 fork steer tube?

I did once. The problem is making it look nice.

Once, I cut the bottom half of a 21.1mm stem, and welded it onto the top half of a 22.2mm stem, so that the nicer stem was on top. This worked, for the most part. Right at the edge of where the stem was buried in the head tube, there was a weld bead there, but it wasn't very noticeable, and I'd say it was successful.
