3 speed crank mounted transmission?

I found a JC Higgins womens bike yesterday that had a 3 speed mounted at the crank, I didn't buy it but since I left I've been thinking I should have picked it up for the wife. From the pics I've found it is a Color Flow that is missing the tank, side skirts, and chain guard. It had mounted to the bottom bracket a round box about 8-10" tall and about 4" thick with a grip shifter, has anyone got any info on these? I'm thinking of going back to pick it up since it was such a neat looking bike with a sweet springer and I kinda like the transmission thing

The Higgins Color Flows are collectable even the ladies. Might be worth going back to see if it is still for sale.
