Found this at a Radiator repair shop, 1960's ish Raleigh, 5 speed Simplex derailleur, Hulshof saddle, 20 1/2 inch frame.

The 5 speed wasn't as common as the 3 speed, but it's the same frame and all. It came with upright handlebars as the brake levers aren't made for drop bars. I would shine it up, put on a set of flatbars and ride it.
 
Upright bars are in its future, installed upside down, dark brown grips and a chainguard. Plus lots of polishing, those white tires do look good too. I like the prehistoric pull chain derailleur so it will stay. Have to find a pump to fill the brazen ons.

That red will shine up nicely. I had a 69 Hercules 3 speed and now a early 70's ten speed with that same red. I used regular paste car wax to bring out the color.
