I've got no information about that Schwinn, but it reminds me of something. White Industries sells a crank/sprocket combo like that, the Double Double, so your single speed can have two ratios.

The value is in that it is a King Size American. I don't think there is anything factory with that dual chain setup. Mostly likely some backyard engineering or some snake oil kit sold back in the day.

Is there any kind of clutch mechanism on the front chainrings? Any markings, brand, model name/number on the rear hub?

It is fascinating...more pics would be greatly appreciated to try to discern how it is supposed to work.

I came to say what @RustyGold said. Regardless of the gearing set up, it looks to be a pretty good shape King Size. Considered one of the rarer middleweights. The set up on it with the chain is definitely not stock.
