I'd try the muscle bike forums, they should be able to pinpoint it. My uneducated guess is Raleigh or Ross.
Thats an import, three piece crank and the unusual frame design,especially around the seat post, I had a simuilar frame called a Gran champion, what is cool about yours is it looks complete and the shifter is there. its worth restoring ,how much ? but rarity , you would have one a few still around.

i agree with necessaryevil ,i have two frames like that one is badged RALIEGH the other is RODDY ,i think these guys made frames for alot of bike builders altho i;ve never seen a multipul speed one ! looks like it'll clean up pretty good..
Now that I look at it.....it is the same frame.....
