1. ISO 622-marked as a 28" is the same bead diameter as a 700c and 29er.
2. ISO 635-true 28", used on older rod brake bikes.
Most good online or brick and mortar bike shops should have or be able to get either one of those sizes.
Another 28" is the wood rim size stitched tires. Be ready to dig deep in your wallet. http://www.memorylane-classics.com had some listed last time I was looking through their parts list.
