Are my expectations just to high? Vintage Schwinn drum brakes.

My vintage Schwinn drum brakes barely work. I have no experience with drum brakes, but the concept is simple. I have installed new cable and brake shoes. Drum had some interior corrosion but not to bad. Performance is lousy> any suggections?

I use the band brakes which are common over here. I've never worked on those drum brakes, but I would check the brake surfaces for a glaze and clean them up so the contact surfaces are good.
