Sheldon calls them "flatted" while discussing Sturmey-Archer hubs. I'm not sure if there's a more tech-jargon term for them, though. Is yours from an IGH? Some riders will flatten a 3/8" or 9mm axle to fit older forks made for 5/16" axles. Other riders have flattened axles on singlespeed conversions where the frame has vertical dropouts, b/c this will allow them to tighten the axle down at a different spot for just a hair more adjustability for chain tension. But, for the most part, we see flatted axles on Internal Gear Hubs, to help keep the axle from rotating as the torque levels change in various gears....
 
Thanks. I've got a frame and fork that was made for some tiny axles so rather than cut them I'm going to use some of these "flatted" axles. The front one is no problem, but the rear one I might have to grind myself to make one to fit a coaster brake hub.
 
They are slotted axles for a skinny dropout.if you look at a lot of old bmx forks they are 5/16ths at the front of the drop and 3/8ths at the back.These require a hat washer that locks the axle centered in the dropout.but a lot of old cruisers ran a 5/16ths axle.
