Broke a bolt....arghhhhh!!!!!!! Help!!!

I was trying to remove a rusted fender bolt - the lower one that screws into the chainstay bridge on my dyno cruiser. The bolt sheared off at the head. How do I remove the shaft? Drill it out?

I don't want to torch it for fear of cooking the paint.

HELP!!!!
 
soak it will wd40 for a few days, then take it out with an 'easy out'...get it from a tool store.
 
you might be able to grind a slot in it with a dremmel and use a thin screwdriver to get it out.
 
If possible, file flat, centre punch, then very carefully and progressively drill until about 0.8mm - 1mm of the thread size (depending on if it's M5 or M6 or their imperial equivilent) then carefully re-tap. WD40, GT85, AC90, PlusGas and all of that stuff can take an age to do the do, gasoline is good but will screw the paint. Yeah I've had to do this kind of stuff many times - even on brand new bikes. I don't envy you......
