No, not on a Tuff Wheel. It's a freehub that takes a 9t driver. You could lace a freehub that takes a 9t driver into a 24" rim though.

BMX gearing is typically about 54 gear inches so with a 15t freewheel you'd use a 34t sprocket, and with a 16t freewheel you'd use a 36t sprocket. With a 9t driver you'd need a 20t or 21t sprocket. You could use an 11t driver with a 25t sprocket to get 54 gear inches.
 
I run a 39/16 on my Mongoose Two/Four. It's easy enough for cruzin' and still gives you some good top end speed.
