Check your fork around the welds at the spring stands. I had an inexpensive black set that when I stripped the paint I found a lot of filler like bondo and the spring stands were barely welded. An extended rocker set would probably put more pressure on the spring mounts. An original set shouldn't have a problem but I wouldn't trust a repo. There's a reason they're advertised NOT to use on motorized bikes, when the original ones were a go to fork for a motorized bike!

I think you could modify the flanges or make up a set that would allow the wheel to sit further ahead, maybe even ahead of the forward tangs. But by positioning the front axle further forward, you may be losing some stability. The rear tangs don't move, so the closer to them the less flex. If you put the axle ahead of where it is now, there may be more of a tendency for movement left and right.
