I like the tires/wheels a lot. They need some tlc, looks like surface rust only, so a little steel wool should do the trick.

Just a tip but use copper wool instead of steel wool. Steel wool can create scratches that new rust will form in so it will rust faster. Copper wool on the other hand will remove the rust but not scratch the chrome unless you are really trying to.
