How can I make this work without cutting dropout shape

My Dyno Moon eyes has uneven dropouts and uses tensioners with upper and lower independent stops.

You would have to make up inserts that would be shaped to fit the dropouts and the tensioner. If the bolts are long enough to reach.
They would be held in by tightening the tensioners unless they were welded onto the dropouts. Maybe epoxy to attach them.
