Chrome Turns white with steal wool

As the title says, I was trying to polish an aftermarket(probably a walmart bike) chain ring and one piece crank and it started turning white. I was using new clean 00 wool. It looks as though it might have been clear coated and the wool scuffed it up, but fine rubbing compound did not fix it? Just wondering if anyone had experienced this, and if so what they did to fix it? Thanks.
 
ieve had this happen on really really cheap chainrings. if it is one of those then its because it isnt real chrome, just chrome paint, looks good though. i thought i scratched the chrome to then i realized it was just coming off all together
 
I have had this happen. I got a freebie womans beach cruiser made in Brazil. I blew it apart and started the cleaning process, it had real nice HD wheels that had a hazy appearance to them. The hazy effect was caused by the clear coat. I took a brass brush to the areas around the spoke nipples, and 0000 steel wool to the other ares to remove the clear coat. I was able to remove it all and expose nice chrome underneath. Really a pain though, not something I would look forward to repeating!
 
Thanks guys. No updates, since the new little parasite :D has come along, time has been limited. Planning on getting back to it this weekend.
