westleys bleche white and a stiff brush, but make sure the tire is dry when you spray it on, let it sit for a couple minutes, scrub it and then wash it off
 
Wesley's is the stuff. Not as easy to find since car whitewalls fell out of favor.
Also a product called Spray 9 (found at RS Strauss & Autozone) works really well.

I have cleaned around a dozen whitewalls now using nothing more than a scrub brush and a bucket of warm, soapy water.
They look darn close to brand new when finished, and no nasty chemicals to worry about!
 
you can use a scotch brite pad-
and what's pretty cool is that if your tires are not old and cracking, you can scrub pretty hard and actually scrub away that thin layer of oxidation scummy stuff that can get on neglected white walls.
If you have nice chrome rims you wanna remove the tires to clean them in this way, otherwise you may show scratchmarks on your chrome.
