Since I have alot of trouble with seat posts i have another quick fix. If you have one that is all rusty inside , there is an easy way to clean it. Take about a foot of either wooden dowel , or the straight part cut off an old kick stand. Go to your local hardware store and buy a roll of plumbers sandpaper. They use it to clean copper up before soldiering. It is about 1'' wide and cloth backed . It comes in 20' long lengths ....real cheap. chuck the dowel or rod in you electric drill and tape one end to the dowel or rod. Wind it around several times till its thick enough to fit tight inside your seat post. Stick it in and hit the drill. it will clean one up really good. Will look like new. Make sure its wound right for however you have the rotation set on your drill. if you get it backwards it will unravel and fly off. when a part of the sandpaper gets too worn unravel some and stick another 6 or 8'' length under the old and wind it back up and start again. Its quick to get the hang of and it works for sanding the inside of almost anything including your rusty neck. That piece of pipe that is almost the right size.
