It's a franken bike. The tank is late '40s-early '50s, chain ring is Shelby, frame is '30s, and I'm not sure what it is!

Could be a Shelby 300 (smaller frame), perhaps with a forged Schwinn fork.

I believe Shelby may have been one of the last manufacturers to design a new double drop bar frame bicycle after the introduction of 26" balloon tires.
Their taller frame was the 350 in some ads.

The square tank (ST) may have been a McCauley Sheet Metal # 1001.
