curious bolts

Can anybody tell me what these bolts are for? I just don't have a clue........

they are pinch bolts to keep the bearing cones tight...

at first i thought,"they hold the crank arm on, silly". then i looked again and saw the other 2 bolts you were talking about. someone else posted a similar pic recently. i forget what kind of bike it is. maybe someone can give you some more info on your ride.
