What am I seeing that looks like a chain tensioner with a round reflector?? right under the fender skirt?

And the tail light.. what?? is it?

I wonder if originally it had two whitewalls ....and I see someone is missing a heat duct somewhere...the galvanize and the straightened fold gave it away.
