CWC related question

So I have my 47 cwc frame I'm putting my 41 western flyer parts on for my rat build and I keep forgetting to ask this question...

Is it normal that the left seat stay goes further out than the right?

Had one local guy say it is a whizzer ready frame but I want to check here.

Only pic I have ATM to show is this.

That's funky. Not typical for sure. I think if it was for Whizzer compatibility, it would have been shy on the other side, where the drive wheel would be.

I've looked this over more than is funny and it does seem to be factory and straight.
That offset has had me scratching my head for sure.

The guy that told me if was whizzer ready said that it was like that to make room for the drive belt to the rear wheel pulley.
