CWC seat clamp?

Hey guys....is there a special seat clamp for the CWC frames? Here is a pic of my seat tube. Note that the cut is really short. I think this is preventing the clamp from closing down on the seat post. I am wondering if there is a special clamp or if maybe the seat tube on the frame has been cut at one time? The other possibility is that the frame takes a quill type seat post?

Any thoughts?

Quill type.

CWC had they're own clamp , it partially rests on top of the seat tube , the quill type came later with AMF & would not have any slots
