Know very little about BMX bikes,is this anything I just pulled it out of the scrap yard

No webbing inside and it doesn’t look like it was removed, each rim does have 2 spots on one side

Those little tabs might be what's left of a mounting point for reflectors. I have Mongoose rim with those

You can kinda see it at the edge there
