Someone offered an Electra cruiser with 26 bmx style fork in exchange for a friendly gift,
it came complete with wheels and tires so i guess it, s klunker building time:

Only problem is the stuck stem, especially since i really want to use this fork.
luckily the stem seems to be pretty far out, literary.

So i am getting ready for combat: me vs. stuck stem! Tomorrow!
If anyone has advise on stuck stem removal please let me know

In my experience, it is usually the wedge that is stuck. That thing is always rusty. Soak penetrating oil in there, then tap on the top bolt with a hammer. Sometimes it is enough to knock it loose. Sometimes you have to whack em harder.
 
After contemplating how i was going to attack the stem, i realised there was no need for extensive violence, we could come to a gentleman,s agreement.
The stem would loose it,s head, but keep it,s body.

All i had to do is drill out the hole in the crowncap to fit the lock bolt.

I guess that's one way to skin the proverbial feline.
 
It works the same as a normal stem, the lock bolt puls the wedge up to tighten the stem.
Similar as other ¨normal¨ threadless headset converter stems.
Just because things are not done the way they are ¨ supposed to be done¨ it does not mean they do not work as intended.
