Anyone know how to get fender lights to work?

Here is my fender light for my Mercury bicycle that I need help to get it to work because I can't get it to work right.

I put the batteries in, the switch is in the on position but it wouldn't turn on, if I move the batteries forward touching the bulb it comes on but the back battery wasn't tounching the tab that is for the on/off switch and the front doesn't seem strong enough to where the batteries can touch the front & back, when I lightly push the front torward the first battery & touch the back battery is on the tab at the same time no matter if the switch is of or on it still lights up.

It's a Darwin Products light Chicago, Il.

To work it has to complete the power circuit from rear to bulb, with only by the switch making or breaking it. All that rust wont carry power worth a hoot, it has to have metal to metal contact.
