Fender mounting help?

I searched for how to? However could not find instructions to mount felt shorty fenders to felt cruiser.....Am I missing something? Mounting tabs on rear fender doesnt appear to match up? Does the tabs have to be bent or? Any pics or kind instructions would help.....thanks folks!
