Its Monark built, I know the tag can be decoded. Looks like the fork is bent back a little

Normally, you can date Monark built bikes by the serial number, and the features on the bike. This number doesn't line up with the obvious postwar features. Possibly, they left a # off at the end, which would make it a '46, but otherwise it's between 46-52. -Adam
