I want to flatten this fender a bit but it's pretty thinned after rust removal. I cut one in half to make a small one to fit a 24" wheel. I was thinking of putting it on a 2x4 and slowly pressing down along the length. The less rusty green one by the way...

You will find that flattening the profile of the fender will also cause it to tighten up its major curve, so it won't fit the tire any more...I learned this when I used an English wheel to fix some banged up Schwinn fenders...

If you wish to still use them on a fatter tire you are going to have to stretch the edges somehow....You are talking about genuine metal shaping going on...and a good English wheel or some hammers and a post dolly would be a good thing... The hemmed edge if it has one will also get flattened out some in the process.
