my fork steer tube is not long enough, should i chop a lil bit off of the bottom of the frame head tube?

What type of fork is it?
Two solutions come to mind depending on your answer(s):
A. replace or modify the steerer with a longer one
2. use a different headset with less stack height
I am not a fan of head tube modification.
