I have the ability to post notifications on the forum now to alert people of important info.

You should have seen the paragraph above the forum section that talked about the Feedback issues.

You have the ability to dismiss these notifications by clicking on the "X" in the top right corner of the box.

How about a FAQ right there.
1. How to Start a Conversation (PM)
2. View Users Content (my post)

4.

What we could do is create a post in the forum that contains all of the FAQs and then I create a notification that links to that post.

Sort of a "Hey...need help figuring out the new forum?"

Anybody care to take a crack at creating the FAQ post?
