Looks like an earlier 36- frame with the higher truss tube which does not allow much room for a tank.
Wait a minute that serial number font, sprocket and chain tensioning arrangement look Cleveland Welding. Maybe 1937-B. Not familiar with the specific retailers head badge that might be associated with that chain ring sprocket; maybe Western Auto Western Flyer, or Gambles Hiawatha?
I believe that CWC had some design changes in later 1937; including both the height of the truss tube and the seat post clamp.
I have a 1937-B2, a later 1937-C0, and 1938-C4, but have not compared them lately.
