Went to a yardsale & picked this up over the weekend, For one it was pretty.....not used to that it has the over sized tires 26x2.225 on specialized aluminum rims, Manitou suspension fork Surly rear hub, ect ect , The only problem I have had so far is the front suspension bottoming out on hard compression . I dont know if there are springs I can get to stiffen it up or loose 25 pounds  , I tried adjusting it with out much luck, For that reason I may flip it , just not sure at the moment.

Those forks use a series of elastomers on a metal skewer. the elastomers tend to harden over time and also you tend to get a lot of stiction between the elastomers and the skewer. back when I owned one new, I would regularly lube the skewer. Arlo Englund made an air-air kit (air sprung-air dampened) many moons ago. Other than that, options are extremely limited for a that fork.

The blue knob is the preload. If you unthread the black one the skewer will come out. back off the blue one first and loosen the pinch bolts.
