Headset race size?

I just picked up the 52 columbia that was in the sale forum, and the 1" steerer is floppy inside the steerer. the narrowest point of the headset race measures 30mm, and the widest point of the race measures about 36mm. Does that mean it's an 1 1/8" headset? Is the steerer supposed to fill the inside diameter of the bearings, or just let the inner race do all the holding? Thanks!
 
Sounds like mixed parts to me. If your inner race is snug on the fork, the outer races or the bearings or both must not match the inner race. The bearings shouldn't touch anything but the races. Are the outer races loose? They are supposed to be "interference" fit, i.e. pressed or mallet driven.
