Help! Dented headtube

Just bought a frame from a member here. Frame appears to have been damaged during shipping. The top edge of the headtube is dented in about a quarter of an inch. (where the top headset cup would press in) I know there are services like the framedoc.com that can make the repair easily but since this is only a $25 frame I don't want to invest too much money. So, I'm looking for a DIY solution for my problem. Any advice is appriciated. I'll try to get some pics but may take a while. Thanks.

A piece of pipe, or a fork tube, slid in and tapped with a hammer to gently push it back out may work too.
 
Thanks, Wildcat. I'll get started soon as the rain slacks up. (Since I can't ride without a snorkel this weekend.)
