Help Please! Advice Needed.

Hi. Let me start by saying that my knowledge in bikes is pretty small... at the moment. I've bought a few rust buckets and done with them what I can. My most recent purchase is -

Now it says its an Elswick Range Rider, but I can find no other bikes like this online- unless i'm just looking in the completely wrong place... I'm trying to sort it out for my girlfriends son as I think it would suit him down to the ground - and its his birthday coming up. I love it how it is, but the paint is starting to flake and its a bit creaky so wouldnt feel too happy giving it to him like that! It needs new tyres and I really like the white front tyre, but for the life of me cant find any others like it. Its a raleigh record 20x1 3/8 and all I can find is white walls. Which I dont want!!!
Does anyone have any pointers on how to find some?! Im in the UK and maybe its harder over here? (?!) I havent a clue. But please help on anything! More info on the bike itself, info on tyres and if anybody has any tips on id'ing the age? I got the serial number but dont know where to go from there.

those are probably e-5 rims (ISO 540) .. looks to be the same as a 24" wheelchair tire.. try searching for those sizes..

24"? but that wouldnt fit on the 20" rims... would it?

20 x 1 3/8 = 451 mm bead seat diameter. Here is a good article on tire sizes. http://sheldonbrown.com/tire-sizing.html

20 x 1 3/8 406 mm BSD http://www.schwalbetires.com/tech_info/size_markings

Tire choices are going to be limited either way. White Walls will look good though.

just been reading that exact article. but still no closer the truth! i _should_ probably just go for the easy option of white walls but the one i took of today was the all white raleigh record tyre and its looks swish! also, i dont really want to spend too much cash, keep it on the low side if i can... do you know if you can get other colours apart from black or white wall?

and still would lo-ove any info on the bike!
