Help with identifying...year?

Picked up at the Hooligans rat bike rodeo.....manufactured in Western Germany....i did not take any before pics...........appreciate any info?....thanks. .

There were lots of these "West german" bikes that were very similar and sold under big and small names such as as Royce union, jc higgins, meteor, abbey, royal flyer,bauer, president,etc. It's possible that it's a product of Steyr-Puch who made a lot of the "imported" bikes during that time.
