I've never seen a French made J C Higgins. It was made before 1964. afterward they didn't use the name J C Higgins, they were just named Sears bikes. It looks 50's but I don't know much about French bikes. There may be someone on this site who can locate your model number in the Sears catalogs to get the year.
If the rear hub is original, and a Sturmey Archer, there may be a 2 digit date code on the hub shell, showing the last 2 digits of the year.
