Plug the end of an old set of discarded, scratched and slightly rusted steel North Road style bars with the brass from a 20 gauge shotgun shell wrapped in foil (or some other tight plug). Pack it full of dry sand and similarly plug the other end. Flip the bars and put them in an old gooseneck. Tightly clamp the gooseneck in a heavy bench vice. Use a propane or MAPP torch to heat the area around the gooseneck to cherry red and bend to get the look and drop you want. Use a propane or MAPP torch to heat the area around existing bends cherry red on each side of the bends to avoid pinching the tubing. Remove the outward flare on each end of the bars; make them parallel. You will end out with a narrow set of bars because of the drop at the gooseneck so don't make the drop too extreme. Examine the bars and reheat to make each side the same. The chrome will be discolored from the heat and they were not too pretty to start with so wrap them with friction tape, which is similar to the old sticky tar tape the Major used.
