Bubba laid down some bubba gum. I would clean that up for inspection and most likely weld it proper.The sloppy welds on the bottom of the bottom bracket have me wondering. Has some Bubba fixed it sometime in the last 80 or so years, or was Bubba employed by Snyder?

If it's not a "Y" then it's a "V" or "X"That is a "Y" isn't it? A little more wire brush will show the whole number better. Looks like blue and white paint. Here's a 37:
