How do I fix this dropout?????

i have 2 issues with this dropout

1. the left one is how it looks now, and the right one is how i want it to look. This is a pic of the inside of the dropout, it must have been tightened too tight and indented the dropout really bad. Im not a welder so I was wondering if I could fill it with JB Weld and grind it down or is there a better way.

2. Also the part of the Dropout that the axle is misformed due the extra tight wheels. will a file work or do I need to take it to a machine shop?

As is, I do not see much problem unless the axle won't slide all the way. I would only fix if you were doing a full on restoration. Looks good enough for a rat.

Both your ideas would work well though.
