Hub shiners question

The little leather straps that bolt on the wheel hubs and keeps them clean.

Does the green reflector one go on the front wheel and the red on the rear?

Also the bike I just got had both of the reflectors aimed towards the front. Is this right?

Its my thought that the red goes on the rear, facing rearward and the green would go on front facing forward, but really what does it matter? I see red grips with two red jewels or two green and seen em placed opposite of boats......its a bike not a boat...pet peave sorry...lololool
