Looks to me like a Snyder frame with a different fork and chain ring. Take a look at the bottom-bracket shell: those flared areas around the tubes are characteristic of Snyder-built bikes.
Hiawatha was the house-brand for Gamble's department stores. This doesn't mean it never happened, but I've not seen a Snyder Hiawatha that I recall. Mostly Shelby, Cleveland Welding, a few Mercury.
