ID on a Prewar (?) frame needed

Howdy all, this is my first post here although I've often checked out some of the custom builds on this site.

I have recently purchased what I believe to be a prewar bike. I have no idea what brand it is though.

The serial number that I can read I believe is E27124, It's a little hard to read. Any clues are helpful.
