That's a trip. Haven't seen that before. I'd be interested, but I'd need more info. How long is it? Is the length adjustable? Can I cut it to whatever length I need?

A lot of singlespeed or internally geared folding bikes use these to keep grease off your pants. I thought it'd be noisy, but it's not too bad.
