Is this a version of a cycle truck type bike???

It looks like a Worksman to me.
Not quite a cycle truck because it has a full size front wheel.
But that is a super beefy basket for sure.

I was thinking something around the same lines, but I can't make out the head badge due to the poor quality of picture.

Actually, I think that might be an Emory after looking at the headbadge. The Emory headbadge has a horse head like this.

The one in your photo looks to have a red horses head. If it's for sale in your area, that would make sense too because these were hand built in JAX and are very well made!!!
