Newbie here.....Can anyone tell me approximately the year and value of this JC Higgins. It does have a skip tooth drive train. I'm interested in purchasing this but want to make a fair offer.

Lots of good parts. Tank, rack, cool old speedo (if it works) and a tea cup seat and curved bars. I'm no JC Higgins guy but I see a $150 bike there. Getting it for $100 would be tops. Gary
