Are you using a springer type fork? If so, you can counter some flop with rocker modification. Sugar Bear made long springers for years with excellent rideability. Motorcycle post, but plenty of good info:

Seller calls it a Deflopilator, claims that it holds the basket centered when loading

I did that to my ladies crocerybike a few years ago and completely forgot it. Need To try it on this bike.

just a mock up but thissolution got rid of the flop. Need to find a bit larger tyre to match the rear and adjust accordingly.

Hmmm. Like using rockers, but no springer. I think putting the axle above/in front of the steering axis, essentially, you've turned them into reverse casters. Gravity causes it to fall straight. Looks cool too!
