Use a 16” wheel

Flip the steer tube so the spring mount pushes the rake out

Conduit bender

Make some type of axle plate to get the wheel in the right spot

I was thinking the 16 inch wheel . Never thought of flipping the steerer tube.

Put crank and handles on just need tires and chain.
