I dunno, could be a "snake bend" (aka drainpipe) post. Looks like the sticker says Tioga chromoly, it's probably been installed backwards, looks like the sticker should be pointed to the front. I can't explain the sleeve on the post though

It’s a cut down grip to use for grabbing the post during certain tricks
Many people ran their drainpipe reversed

Actually, I have already been thinking that......small kid cantilever bike w/ small wheel up front and then big bike wheel (adapter bike) in back? I am still "licking my wounds" when I took 2 pull behind/adapter bikes and was putting them together for RRBO18 (Fear Steer - DNF)......
