wow,are those frames for sale? sorry if it's a stupid question but i'm fairly new too the game

those bikes have great lines, and look like nice bikes, but why are the square tubes on the rear drop outs and the head tube not sealed? looks kinda over looked but for me would give it a professional finish on a great looking bike.
