I've heard you can use brake fluid to remove paint from plastic parts. Any chance this is true?Brake fluid...let it sit a while.
Chemical stripper... let it sit a while.
Anything else will likely scratch the chrome.

Your LBS (local bike shop) should have these. Take the complete head set to match new bearings to the cups or pick up a new head set. Looks like a 1" set to me but the cups come in different sizes so best to have that to match up with your replacement set. I would check the condition of those cranks bearings while your at it.I was taking the fork out tonight and the bearings just fell apartoh crap!

Autozone or other automotive parts stores should have a product called PURPLE POWER. It will strip chrome off of plastic. White wall tire bleach works too.I have used brake fluid to strip factory painted plastic HO Train cars...
