Got a sissy bar and chain guard But i was wondering how to get the paint off of the chain guard?

Brake fluid...let it sit a while.
Chemical stripper... let it sit a while.
Anything else will likely scratch the chrome.

I've heard you can use brake fluid to remove paint from plastic parts. Any chance this is true?
 
I was taking the fork out tonight and the bearings just fell apart

Your LBS (local bike shop) should have these. Take the complete head set to match new bearings to the cups or pick up a new head set. Looks like a 1" set to me but the cups come in different sizes so best to have that to match up with your replacement set. I would check the condition of those cranks bearings while your at it.
